“He shall atone for the Sanctuary from the impurities of the Children of Israel, etc. In this aspect I have three impurities. The impurity of foreign worship as it is said, to defile My Sanctuary. Sexual offenses as it is said, not to act in the rules of abominations. Spilling of blood as it is said, do not defile the Land. I could think that this he-goat atones for all these impurities, the verse says, from the impurities, not all impurities. We find that the verse treated the impurity of the Sanctuary and its sancta separately; also here we treat only the impurity of the Sanctuary and its sancta separately, the words of Rebbi Jehudah. Rebbi Simeon says, from its place it is decided, as it is said, he shall atone for the Sanctuary from the impurities of the Children of Israel, any impurity in the Sanctuary. I could think that this he-goat atones for these impurities, the verse says, and their crimes. These are the rebellions, for so it says, the king of Moab rebelled against me.
MISHNAH: But about where there is no knowledge either at the start or at the end, the he-goats of the holidays and the he-goats of the Days of the New Moon atone, the words of Rebbi Jehudah. Rebbi Simeon says, the he-goats of the holidays atone but not the he-goats of the Days of the New Moon. What do the he-goats of the Days of the New Moon atone for? For the pure person who ate impure. Rebbi Meїr says, the atoning of all he-goats is the same, about the impurity of the Sanctuary and its sancta. Rebbi Simeon used to say, the he-goats of the holidays atone for the pure person who ate impure; those of the holidays atone for where there is no knowledge either at the start or at the end, and those of the Day of Atonement where there is no knowledge at the start but there is knowledge at the end. They asked him, could they be brought one for the other? He told them, they may be brought. They asked him, since their atoning is not the same, how can they be brought one for the other? He told them, all of them serve to atone for the impurity of the Sanctuary and its sancta.

HALAKHAH: “But about where there is no knowledge,” etc. Halakhah 5: “Rebbi Simeon used to say,” etc. Rebbi Eleazar in the name of Rebbi Hoshaia: The reason of Rebbi Jehudah is and one goat’s he-goat sin offering for the Eternal. This he-goat atones for a sin known only to the Eternal. I have not only the he-goat of the Day of the New Moon; from where the he-goats of the holidays? Rebbi Ze`ira said, and a he-goat, the copula adds to the prior subject. Rebbi Ze`ira and Rebbi Eleazar in the name of Rebbi Hoshaia, Rebbi Jacob bar Aḥa in the name of Rebbi Joḥanan: He gave it to you to lift the sins of the congregation. Where do we hold? If about Naḥshon’s he-goat, it atoned for his tribe. If about the he-goat of the Day of (Atonement), there is nothing similar in later generations. But we must deal with the he-goat of the Day of the New Moon. What about it? It is said here “lifting sin” and it is said there “lifting sin”, Aaron shall lift the sin of the sancta”. Since there it is the sinfulness of the offerings not the sins of the offerers, also here it is the sinfulness of the offerings not the sins of the offerers. What did you see to say, “for the pure person who ate impure”, maybe we should say for the impure person who ate pure? Rebbi Yose ben Rebbi Bun said, Rebbi Jehudah splits the argument of Rebbi Meїr; Rebbi Simeon splits the argument of Rebbi Jehudah. Rebbi Joḥanan agrees that the he-goat brought inside does not atone; rather it suspends. This parallels Rebbi Jonah in the name of Rebbi Ze`ira, he shall make it a purification offering. He fixed it for suspension, that it could not be changed.
But did not the Day of Atonement already atone? Rebbi Mana said, since it is written, the pilgrimage of Unleavened Bread, the pilgrimage ofWeeks, and the pilgrimage of Tabernacles, it is as if they all atoned one atonement. Rebbi Bun said, since they all atone for the impurity of the Sanctuary and its sancta, it is as if they all atoned one atonement.
MISHNAH: Rebbi Simeon ben Jehudah said in his name, the rams of the New Moon Days atone for the pure person who ate of impure [sacrifice]. Those of the holidays add to them in that they atone for the pure person who ate impure [sacrifice] and for [infractions] of which there was knowledge neither at the start nor at the end. Those of the Day of Atonement add to them in that they atone for the pure person who ate impure [sacrifice] and for [infractions] of which there was knowledge neither at the start nor at the end and those for which there was no knowledge at the beginning but there was at the end. They said to him, did not the teacher use to say that they may be sacrificed one for the other? He said, yes. They said to him, if it is so then those of the Day of Atonement could be brought on the Days of the New Moon. But how could those of the Days of the New Moon be brought on the Day of Atonement to atone an atonement which is not theirs? He told them, all of them serve to atone for the impurity of the Sanctuary and its sancta.
MISHNAH: Intentional impurity of the Sanctuary and its sancta is atoned by the he-goat whose blood is brought inside and the Day of Atonement. The remainder of the transgressions mentioned in the Torah, minor or serious ones, intentional and unintentional, known and unknown, positive commandments and prohibitions, extirpations and capital crimes, the scapegoat atones.
MISHNAH: Together Israel, Cohanim, and the Anointed Priest. What is the difference between Israel and a Cohen or the Anointed Priest? Only that the blood of the bull atones for Cohanim in matters of the Sanctuary and its sancta. Rebbi Simeon says, just as the blood of the he-goat which is brought inside atones for Israel, so the blood of the bull atones for the Cohanim. Just as the confession of the scapegoat atones for Israel, so the confession of the bull atones for Cohanim.
MISHNAH: The kinds of awareness of impurity are two which are four. If one became impure, realized it, then the impurity was forgotten but he was aware of sancta; or sancta were forgotten by him but he remembered impurity; or he forgot both, ate sanctum and realized it after he had eaten: he is obligated for a variable sacrifice. If one became impure, realized it, the impurity was forgotten but he was aware of the Sanctuary; or the Sanctuary was forgotten by him but he remembered impurity; or he forgot both, entered the Sanctuary and realized it after he had left: he is obligated for a variable sacrifice.

They objected, is there not impurity of the Sanctuary and its sancta which need a variable rate [sacrifice] and did the Tanna not state it? We come to state only things carrying a liability to extirpation; there is no extirpation for oaths.
“Rebbi Simeon says, both most holy and simple sancta; about any sancta for which he is responsible if alienated, I am reading against his neighbor and he lied; but about any sancta for which he is not responsible if alienated, I am reading against the Eternal and he lied.” Rav Huna said, both qualified and disqualified sancta, if he is responsible if alienated, even if they are for the Eternal, I am reading against his neighbor and he lied; but if he is not responsible if alienated, I am reading against the Eternal and he lied but not against his neighbor and he lied.

MISHNAH: They are not liable for hearing a sound, or expression of the lips, or the impurity of the Temple and its sancta. The same applies to the Prince, the words of Rebbi Yose the Galilean. Rebbi Aqiba says, the Prince is liable for all of them except the hearing of a sound since the king does not judge, nor may one judge him; he does not testify, nor may one testify against him.
MISHNAH: For all commandments of the Torah where one is liable to extirpation for willful infraction and a purification sacrifice for unintentional infraction, the individual brings a sheep or a she-goat, the Prince a he-goat, and the Anointed or the Court bring a bull. For idolatry the individual, the Prince, and the Anointed bring a she-goat, the Court bring a bull as elevation offering and a goat as purification sacrifice. For a suspended reparation sacrifice the individual and the Prince are liable but the Anointed and the Court are not liable. For a certain reparation sacrifice the individual, and the Prince, and the Anointed are liable but the Court is not liable. For hearing a sound, or expression of the lips, or the impurity of the Temple and its sancta, the Court is not liable, the individual, and the Prince, and the Anointed are liable but the Anointed is not liable for the impurity of the Temple and its sancta, the words of Rebbi Simeon. What do they bring? A variable sacrifice. Rebbi Eliezer says, the Prince brings a goat.

What do they bring? A variable sacrifice. Rebbi Eliezer says, the Prince brings a goat.
So is the Mishnah: “but the Anointed is not liable for the impurity of the Temple and its sancta, everybody’s opinion, and neither is the Prince for hearing a sound, the words of Rebbi Simeon.” Rebbi Joḥanan said, and the Sanctuary he shall not leave, nor desecrate. Therefore, if he left, he would not desecrate. Rebbi Ashian, Rebbi Jonah: Rebbi Abun bar Cahana found a difficulty. Is it not written, a widow, or a divorcee, or a desecrated, a harlot, these he shall not marry, therefore if he married he would not desecrate? What about it? Ḥizqiah said, this person would be extirpated from the community. One whose sacrifice is identical to that of the community. This excludes the Anointed whose sacrifice is not equal to that of the community. They objected, is not also the Prince’s sacrifice not equal to that of the community? It is equal on the day of Atonement. But his brothers the priests are not equal on the day of Atonement! They are equal on the other days of the year. Rebbi Yudan bar Shalom said, they are equal in that the blood is given outside.
Rebbi Joḥanan said, Rebbi Eliezer said this only because of his extirpation. Rebbi Hoshaia asked: If so, then even for a fixed [sacrifice]? Rebbi Jonah said, Rebbi Hoshaia is of the opinion that he is uprooted from the entire paragraph; but Rebbi Eliezer treats him like a rich commoner. Rebbi Mana said, if Rebbi Eliezer treats him like a rich commoner, then also for hearing a sound, or expression of the lips, as it was stated: Rebbi (Eleazar) [Eliezer] and the Sages did not differ about hearing a sound, or expression of the lips, that he does not bring a male goat but a she-goat. About what did they differ? About impurity of the Sanctuary and its sancta, where Rebbi Eliezer says since he is subject to extirpation why should he not bring a male goat instead of a she-goat? They objected: Is there not the Anointed in the case of idolatry where he does not bring a male goat but a she-goat.
HALAKHAH: “If they sinned before being appointed,” etc. The colleagues say that the reason of Rebbi Simeon is because greatness atones. Rebbi Yose said, because his sin and his knowledge are not equal. What is the difference between them? Referring to the beginning of the Chapter: “An Anointed Priest who sinned and then was removed from his anointed status, or a Prince who sinned and then was removed from his exalted status. The Anointed Priest brings a bull and the Prince brings a goat;” if there is any doubt whether they sinned. He who said, because greatness atones; just as it atones for the certain [sin] so it atones for the doubt. He who said. because his sin and his knowledge are not equal; his sin and his knowledge are not equal. If they sinned before they were appointed and after they were appointed they breached, for him who said, because greatness atones, greatness atoned for the first, but he is liable for the second and the third. For him who said, because his sin and his knowledge are not equal. If they sinned regarding hearing a sound, or expression of the lips, or the impurity of the Temple and its sancta, for him who said, because his sin and his knowledge are not equal, here his sin and his knowledge are equal. For him who said, because greatness atones, even in this case greatness atones.
