HALAKHAH: And following Ben Azzai, why the [poor] sinner? He brought his log with him, and following the rabbis he brings a lamb. What are the libations for a mother sheep? Since we stated, “ ‘lamb’ serves for the libations of sheep and goats, large or small, male or female,” this implies that the libations of a mother sheep are like the libations of a lamb. It is written, so you shall do for one bull, or for one ram, or an animal from sheep or goats. This tells that He did not differentiate between libations for a calf and libations for a bull. Since one could argue, an animal from the flock needs libations, a bovine animal needs libations. Since we find that He distinguished between the libations for a sheep and the libations for a ram, so we should differentiate between libations for a calf and libations for a bull. The verse says, so you shall do for one bull; this implies that He did not distinguish between libations for a calf and libations for a bull. Why was it said, or for a ram? Since one could argue, if we find that He differentiated between libations for a yearling and libations for a two-year old, so we should differentiate between libations for a two-years old and a three-years old. The verse says, or for one ram. Why was it said, or for an animal from sheep? Since one could argue, if we find that He differentiated between libations for a sheep and libations for a ram, so we should differentiate between libations for a young female sheep and libations for a mother sheep. The verse says, or for an animal from sheep. Why was it said, or a goat? Since one could argue, if we find that He differentiated between libations for a sheep and libations for a ram, so we should differentiate between libations for a kid goat and libations for a bellwether. The verse says, or for a goat, it compared the smallest kid goat to the largest bellwether. Since one needs three log, so the other needs three log.

MISHNAH: If it was found in the countryside, limbs are carrion, cuts are permitted. On holidays, when meat is abundant, even limbs are permitted. Rebbi Simeon said, the Court stipulated seven things, and this was one of them: If a Gentile sent his elevation offering from overseas also sent its libations, they are brought from his property; otherwise they are brought from public money. Similarly, if a proselyte died and the estate includes well-being offerings; if he also has flour offerings they are brought from his property; otherwise they are brought from public money. It is a stipulation of the Court that the flour offering of a deceased High Priest be brought from public money; Rebbi Jehudah says, from his heirs, and it was brought whole. About salt and wood that the Cohanim may use them, and about the Cow that one does not commit larceny with its ashes. And about disqualified nests that they be charged to the public; Rebbi Yose says, he who provides the nests provides the disqualified ones.
HALAKHAH: “Lulav and willow six and seven,” etc. Rebbi Ze`ira, Rebbi Ila, Rebbi Yasa in the name of Rebbi Joḥanan: The “willow” is practice going back to Moses on Mount Sinai. This is against Abba Shaul, since Abba Shaul said, the willow is a word of the Torah: and brook willows, two. One willow for the lulav, the other willow for the Temple. Rebbi Abba, Rebbi Ḥiyya in the name of Rebbi Joḥanan: willow and pouring water are practice going back to Moses on Mount Sinai. This is against Rebbi Aqiba, since Rebbi Aqiba said the pouring of water is a word of the Torah: On the second day and their libations. On the sixth say, and its libations. On the seventh day, and its rules. מ י מ spells “water”. Rebbi Ḥiyya bar Abba asked before Rebbi Joḥanan, why does one now plough because of old trees? He said to him, when the practice was established it was given so that when they desired to plough they might plough. Rebbi Abba bar Zavda in the name of Rebbi Onias from Hauran: Willow, water libation, and ten saplings are institution of the prophets. Do they disagree? Rebbi Yose ben Rebbi Abun in the name of Levi: That was the current practice; they forgot it, but the later ones got up and agreed to the opinion of the earlier ones to teach you that everything the court insists on will come to be in the end just as Moses was told on Sinai, as Rebbi Mana said, for it is not an empty word, if it is empty it is from you. Why? Because you do not exert yourselves. Because it is your life; when is it your life? At the time that you exert yourselves. Rebbi Joḥanan said to Rebbi Ḥiyya bar Abba: Babylonian, two things came from you, prostrating oneself on the fast day, and the willow of the seventh day. The rabbis of Caesarea say, also the moving.

They wanted to say that the large {hole} was for water, the small one for wine, for Rebbi Jonah said in the name of Rebbi Immi: A hole which does not let pass water passes wine, what does not let pass wine passes oil, does not let pass oil passes honey. And even if you say it is the other way around, is that not Rebbi Jehudah’s? And Rebbi Jehudah said, a log he was pouring all eight days. Rebbi Simeon ben Laqish asked before Rebbi Joḥanan: If he preceded them before the sacrifice, what? If he poured in the night, what? If he did not pour today may he pour the next day? He said to him, let us hear from the following which Rebbi Ila said in the name of Rebbi Yasa: And its libations, the same for libations of water as for libations of wine. This implies that if he preceded them before the sacrifice, it is qualified. If he poured in the night, it is qualified. If he did not pour today he may not pour the next day, because if the day passed, its sacrifice passed.

“And on Tabernacles they are judged about water.” The Mishnah is Rebbi Aqiba’s, since Rebbi Aqiba said the pouring of water is a word of the Torah: On the second day and their libations. On the sixth say, and its libations. On the seventh day, and its rules. מ י מ “water”. Therefore say, water libation on Tabernacles that your water be blessed. To reduce it is impossible [since the decision had been rendered.] What does the Holy One, praise to Him, do? He disperses it into oceans, deserts, and rivers, so that the earth have no benefit from it. What is the reason? To let rain on manless earth, desert no human in it. If Israel were not acceptable on New Year’s Day and scarce rain was decided for them, but in the end they repented. To augment it is impossible [since the decision had been rendered.] What does the Holy One, praise to Him, do? He brings it down appropriately for the land and blows dew and winds so that the earth benefit from it. What is the reason? Its furrows make fertile, bring down its bundles, make it fat by soft rains, bless its growth. Aridity, also heat, will steal the snow waters; they sinned to the pit. The sins which they committed during the summer robbed them of the snow waters. It is written: Always the eyes of the Eternal, your God, are on it, from the start of the year. Cahana said, it is written “from poverty.” He lets it suffer at the beginning and gives it a good future at the end.

It was stated: Rebbi Yose says, the day of the destruction of the Temple was after the end of the Sabbath, at the end of a Sabbatical year, during the watch of Yehoyariv, on the Ninth of Av. And so it happened the second time. Both times the Levites were standing on the platform and singing, He turned on them their wrongs, in their malice he eradicates them, eradicates them the Eternal, our God. Rebbi Simeon ben Laqish asked before Rebbi Joḥanan; may one sing without libations? He said to him, let us hear from what was stated: “both times the Levites were standing on the platform and singing, He turned on them their wrongs, etc.” Rebbi Abbahu said, Rebbi Joḥanan and Rebbi Simeon ben Laqish disagreed. Rebbi Simeon ben Laqish said, yesterday’s song.

It was stated in the name of Rebbi Simeon: “The community only brings what Scripture fixed for it.” Rebbi Simeon is of the opinion that since when Second Tithe was introduced it was not interrupted. What is between them? Rebbi Abba bar Mamal said, the bull of hidden things is between them. Rebbi Yose says, voluntary offerings of the community are between them. It was stated, both men and women. Rebbi Joḥanan said, there is no woman here, “man” is written in the paragraph. It was stated, also a nazir’s sacrifices. Rebbi Joḥanan said, there are no nazir’s sacrifices here; nazir’s sacrifices are an obligation. It was stated, also libations. Rebbi Yose ben Rebbi Abun said, he who states “libations” does not hold with Rebbi, as it was stated, Rebbi says, I am saying that also after Israel entered the Land, libations only are brought inside. What is the reason? In the Sanctuary pour alcoholic libations to the Eternal. A prohibition is written only for inside; from where for the outside? Let us hear from the following. From where that one who slaughters as Pesah for an individual on a private altar or the public altar in a time where altars are forbidden, that he transgresses a prohibition? The verse says, you may not slaughter the Pesaḥ at one. He is punished with extirpation and you are saying so? Rebbi Simeon ben Laqish said, this is about one who slaughters in the afternoon not for its name in a time when altars are permitted. Then why does he say, in a time when altars are forbidden? In a time when his altar is forbidden. Why not for its name? That you should not say, it is well-being offering and qualified. In addition, from the following: I could think that if he slaughtered it in the afternoon it should be qualified. Why do you have (in the afternoon it should be qualified) [in the morning it should be disqualified]? No. It is not for its name. Rebbi Yose said, this implies that well-being sacrifices brought because of Pesaḥ are qualified on an altar. Would an elevation offering be brought because of a reparation sacrifice be qualified on an altar according to Rebbi Eleazar? Let us hear from the following: “This is the principle: Anything which can be vowed or donated is sacrificed on a private altar; but nothing which cannot be vowed or donated is sacrificed on a private altar.”

Proselyte, as it was stated: If a proselyte converted while he had wines, and said, it is clear to me that no libations were made from it, if he made it by himself it is pure for him but impure for others, by others it is impure both for him and for others. Rebbi Aqiba said, if they are pure for him they should be pure for others; if impure for others they should be impure for him. Rebbi Joḥanan said, restrictive, impure for him and for others.
As it was stated: “One may say to his worker: Here you have a denar, use it for food, here you have a denar, use it for drink, and not be worried about either the Sabbatical year, tithes, or wine for libations. But if he told him, go and buy yourself a loaf and I shall give you the money, go and buy yourself a reviït of wine and I shall give you the money, he has to worry because of the Sabbatical year, tithes, and wine used for libations.” Rebbi Ze‘ira said, the grocer becomes the agent of the employer to let the worker acquire. [Rebbi Hila said, the worker] acquired for the employer from the grocer and then acquires it himself.

Bar Qappara said, it was the feast of Tabernacles, the time of water libations, and a time when private altars were permitted. Three broke through. Why three? One was slaying, one was removing the corpses, and the third brought the flask in purity.
MISHNAH: The one who leads astray is a commoner who leads a commoner astray, by saying to him: There is something to worship at place X; it eats such and such, drinks such and such; it gives such and such benefits, can do such and such evil. For no capital crime in the Torah may one use entrapment, except for this one. If he said it to two persons, they become his witnesses, bring him to court, and stone him. If he said this to a single person, he should tell him, I have friends who also want this. If he was sly and did not talk in their presence, one sets a trap behind a wall; he tells him, repeat what you told me alone; then he tells him, how can we abandon our God in Heaven and worship wood and stones? If he repents, it is good; if he says, it is our duty, or so it is good for us, those who stand behind the wall bring him to court and stone him. He says, I shall worship, I shall go and worship, let us go and worship; I shall sacrifice, I shall go and sacrifice, let us go and sacrifice; I shall burn incense, I shall go and burn incense, let us go and burn incense; I shall pour libations, I shall go and pour libations, let us go and pour libations; I shall prostrate myself, I shall go and prostrate myself, let us go and prostrate ourselves. The seducer is one who says, let us go and profess a strange worship.

Rebbi Aḥa went to Emmaus and ate something made in boiling water. Rebbi Jeremiah ate pickles. Rebbi Ḥizqiah ate locusts. Rebbi Abbahu forbade their wine on the testimony of Rebbi Ḥiyya, Rebbi Assi, and Rebbi Immi who went up King’s Mountain and saw a Gentile who was suspected because of wine. They came and said it before him. He told them, but not as a pretext. But some say, one Sabbath eve no wine was found in all of Samaria. When Sabbath ended, it was found full from what the Arameans brought and the Samaritans accepted from them. But some say, when King Diocletian came here he decided and said, all peoples have to offer libations except the Jews. The Samaritans offered libations and their wine was forbidden. But some say, they have a kind of dove and they offer libations to it.

MISHNAH: If an investigative unit came to a village in times of peace, open amphoras are forbidden and sealed ones permitted. In times of war these and those are permitted since there is no time to make libations.
The religious women were checking themselves out for every amphora and every loaf. It happened that Tabitha, the slave girl of Rabban Gamliel, was carrying wine for libations and checked herself for every amphora. She said to him, my master, I detected a stain. Rabban Gamliel started. She said to him, I was checking myself for every amphora and was impure only for that amphora.
The Babylonian Talmud
What is R. 'Aḳiba's reason? It is as stated in the following Baraita: In the order of sacrifices of the sixth day the expression used is: "and its drink-offerings" (plural). Scripture, therefore, has reference to two libations, the one being the libation of water and the other that of wine. May not both be of wine? On that point R. 'Aḳiba agrees with R. Judah b. Bathyra, who says that in the quoted verse water is alluded to..
A Baraita teaches: R. Nathan says: The verse (Num., 28.7): "In the holy place shalt thou pour out a drink-offering of strong drink unto the Lord," speaks of two libations, one of water and one of wine.
Is it not possible that both libations are meant to be of wine? In that case the text should read either hassēk hassēk or nēsek nēsek, why hassēk nēsek? This change of expression implies both ideas. But if this be so, on whose authority will you base the Mishnah (Sukkah, iv, 1): The water libation was observed during the entire week of the festival? If this Mishnah follows R. Joshua, there was only one day of libation; if it follows R. 'Aḳiba, there were two days; and if R. Judah b. Bathyra, there were six days! The Mishnah certainly follows R. Judah b. Bathyra, who, however, agrees with R. Judah (b. 'Ila'i); for we read (ib., iv, 9): R. Judah (b. 'Ila'i) says: One log of water was used daily for libation during eight days; but R. Judah b. Bathyra excludes the first day and includes the eighth. Why does he exclude the first day? Is it not because the allusion to water is found in connection with the second day? If so, the eighth day too should be excluded, since Scripture speaks of the seventh only and not of the eighth day! The only solution, therefore, is that the seven days' libation is based on a tradition; for R. 'Asi said in the name of R. Johanan, who in turn said it in the name of R. Neḥunya of the Plain of Bet-Ḥawartan: The laws concerning the ten plants, the willow-branch, and the water libation are halakas given to Moses on Sinai.
We have a canonical Mishnah, viz., vessels of wine and vessels of oil which are mixed, why should they not be mixed as regards heave-offering? Those of the house of R. Chia say, Mixed as regards hallowed things. But how can there be a mixture as regards hallowed things. Those of the house of R. El'ai say, Yes, in the case of one who is in the act of purifying his untouched produce, to take out of it the libations.
