I make supplication and entreat of thee; have compassion on me, O Lord, have compassion on me, and deliver me not over unto my sin. Amen.” And when the Lord saw that Manasseh repented of the evil of his doings which he had done in his ignorance, the Lord pardoned him and heard his prayer and accepted the voice of his petition. And forthwith a flame of fire encircled him, and the bonds of his chains of iron were loosed. Then the Lord saved Manasseh from all his affliction, “and brought him back to Jerusalem to his kingdom. And Manasseh knew that the Lord was his God,” and he served the Lord with all his heart and with all his soul, all the days of his life; and he was reckoned with the righteous. Then he thrust forth from the house of the Lord the strange gods that were made by the hands of men, and he raised high (the wall), and appointed captains of the host in every place over the walls of Judah. And all the altars which he had built on the mountain of the house of the Lord and in Jerusalem, he utterly destroyed from out the city; and he erected the altar of the Lord, and sacrificed on the altar, and offered praise. For there is no sin greater than idolatry, since it is rebellion against God, yet men are saved from it by true repentance. But whosoever transgresseth and com-mitteth sin, and saith in his heart, What will God do unto me—he is a rebel against God. For he doth not first try himself, but walketh in his own way, and doeth the desire of his soul, and saith, This is good. Whoso doeth thus, and repenteth not, shall not have forgiveness. In like manner, the bishop ought to feed and convert the people and admonish them, and heal them of their sickness and receive their repentance, so far as he is able. But if he be lacking in mercy, and receive not the repentance of sinners who turn to him," he is despised and dishonoured, and shall be condemned before the Lord his God. But if he receive the repentance of those that turn to him, he shall find compassion and mercy with the Lord God, who sent His only-begotten Son into the world; and He was pleased to be born of a woman, and was made man for our sakes. And He endured suffering on the Cross, and was wounded, and died. He is God the Word, the Angel of His great and terrible counsel; He took our sicknesses and bare our sufferings, and by His wounds our wounds have been healed..In like manner, let us, too, patiently endure suffering and affliction, and receive the repentance of them that have sinned. See then the mercy of the Lord towards Matthew, who was a publican—when he turned unto Him, He made him an evangelist; and towards Peter, who denied Him thrice through fear—when he repented and wept bitterly, He received his repentance, and made him the shepherd of His sheep; and towards Paul, our brother, though he was formerly a persecutor, who blasphemed against the Holy Spirit, yet when he turned unto Him, He made him an apostle. Neither seek. ye honour and riches from strange gods, but keep far from them, for ye have been called to this work, that ye should serve God.: [ii., 25.] Thus let the life of the bishop be. (Let) his raiment and his food (be) in moderation and purity, as much as is sufficient for him, that he transgress not in any other way or matter. For he that serveth is worthy of his meat, even the tithes and first fruits which men bring to the Church, as is commanded by our Lord. The bishop may give what they need to the poor, and the needy, and the widows, and the orphans, and to the destitute, and to the Strangers, and to them that have nothing. But if the bishop exercise no care for them, God will require it of him on their behalf, for (the bishop) hath authority to appoint for every man, as is meet. And ye also that are set in authority in the Church, if ye have need, take from its store, but if ye are not impoverished, it is not right that ye should take therefrom. And if ye act thus, ye shall be saved before God. But if the bishops take for themselves alone, and be insatiable in eating, and lay up store for themselves, and give not to the destitute, God will require this of them, and they shall be clothed with shame and dishonour. Wherefore it is said, “Ye have drunk the milk, and clothed you with the wool, and have slain the bulls; ye have not lifted up that which was fallen, nor helped that which was lost.” “ Will ye live alone upon the earth? Therefore hath He commanded you in the law, saying, “Love your neighbour, as yourselves.” And moreover it is said, “Thou shalt not muzzle the mouth of the ox when thou treadest out thy corn.” And seek ye not to take aught but that which is according to your service and your toil, as is right. For the threshing-floor is the Holy Church of God. And do ye also eat therein, as the Levites, who served in the tabernacle of the testimony, which is a type of the Holy Church. It is meet, then, that the priests eat the offerings with their wives, and their sons, and their daughters, from the offering that has been offered to the Lord of Hosts, first-fruits, or tithes,) or a sacrifice, or an oblation; for they have no other duty, nor any portion of land with the children of Israel, but only to serve in the tabernacle; for the offering which the people bring is the portion of the Levites. And now ye, O bishops, are the exemplars of the priests and Levites, as those of old. Ye ought to entreat and pray on behalf of the people, for ye are prepared for the service of this church, who stand before the altars of the Lord our God, and (who) offer up a pure and reasonable and bloodless sacrifice to Jesus Christ, the great High-priest. For ye are preachers, and elders, and prophets, and rulers, and kings, who have authority over all the people and over all who are under you. It beseemeth you to preach and speak and cause the people to hear the word of God, and not to hide the keys of wisdom and knowledge. And if ye hide them, ye shall meet with condemnation, which is prepared for you before God; but if ye preach and teach the people, ye shall meet with honour and recompense before God, because ye have patiently endured and borne every burden.“ Wherefore ye shall attain in every thing that which ye need, because ye have imitated Jesus Christ, who took our sicknesses, and bare our sorrows on the Cross. For He, who had no sin, was crucified for us; in like manner ye also must needs bear the sins of His people. And this shall be yours of that which is sanctified unto the holy place, of the sacrifices, both of every oblation, and of all their sacrifices, and of their trespass-offerings, and of all their sin-offerings; whatsoever they bring unto me of all their holy things, to thee shall it be and to thy children. In the most holy place eat of it; let every male eat of it, thou and thy sons; for it is holy unto thee. And let this be yours of their first gifts, and of all that the children of Israel offer; to thee have I given it, and to thy sons and thy daughters with thee as an ordinance for ever. And for a ransom for each one that is a month old, the price shall be fifty shekels according to the shekel of the sanctuary, (that) is twenty obols. The beginning of the name of Jesus is iota, by number, ten. Hear, O thou Holy Church, the congregation of people which hath been founded on iota, which was manifested in the law, and hath kept the faith, and believed in our Lord Jesus Christ, and been a guide to the knowledge of the word iota, and hath stood fast in the perfection of His glory. For in old times they brought sacrifices, and thank-offerings, and vows, and tithes, and first-fruits, which were their oblations in those days; but now let the bishops and priests offer the sacrifice of the oblation to the Lord our God and our Lord Jesus Christ, who died as a ransom for us. And He hath appointed high-priests, and presbyters, and deacons,” and readers, and singers, and doorkeepers, and deaconesses; and also widows, and virgins, and orphans. And over all these is set the bishop, for he is the teacher and instructor of all who serve God in the right faith, and for their sakes he delivereth the word. It is right that they obey him, for he is the teacher of the law for all, and besides their father, who hath begotten them by water and by the spirit. Even as God said unto him, “Behold, I have made thee to be a god unto Pharaoh, and Aaron thy brother to be unto thee a prophet.” How then do ye not believe them, for they intercede for you, and deliver the word? [ii., 30.] Serve them, for they are prophets and servants of God, the deacon like Aaron, and the bishop like Moses. For in old times they brought sacrifices, and thank-offerings, and vows, and tithes, and first-fruits, which were their oblations in those days; but now let the bishops and priests offer the sacrifice of the oblation to the Lord our God and our Lord Jesus Christ, who died as a ransom for us. The deacons ought to inform the bishop of every need of the people, that he may command them to do as befitteth. For of old there was no man that entered into the temple, or did anything (therein) without the Priest. Malachi the prophet saith, “For the priest’s lips keep counsel and search out the law.”! For those who serve (false) gods, and do their will, and set themselves up. as righteous, though they are impure and their works evil, and (who) have no good works, and account themselves as the saints—men indeed seeing their works mock at, and detest, and despise them— yet is there none of these that can accomplish or do anything without the counsel of the idol-priests, but they look up to them and hearken to the voice of him that commandeth them, and do all that he saith unto them; and they honour the idol-priests, and put their trust in them, and believe in their gods. Now if they believe in these that have no life, and (if they) serve unclean spirits in whom is no profit, and hope in vanity and set themselves up as righteous, how much more should we, who have received grace, and have an enlightened faith and a perfect hope wherein is no deceit, believe the message which is full of glory and without fear, that we may please the Lord our God. For know of a truth that the first fathers and the bishops are the mouth of God. [ii., 29.] For Aaron spake to Pharaoh, being a helper to Moses, and therefore he was called the prophet, and Moses was called the god of Pharaoh, as a king and high-priest. Even as God said unto him, “Behold, I have made thee to be a god unto Pharaoh, and Aaron thy brother to be unto thee a prophet.” How then do ye not believe them, for they intercede for you, and deliver the word? [ii., 30.] Serve them, for they are prophets and servants of God, the deacon like Aaron, and the bishop like Moses. And if Moses was called a god by the Lord, it is right that for you also to honour the bishops as God, and the deacon as a prophet. As Christ did nothing without the Father, in like manner let the deacon do nothing without the counsel of the bishop. OF THE CHRISM. For thus it was proper for the martyr of our Lord Christ to fulfil the duties of his Order. And if there are any who blame Filepos the deacon and Hananya the faithful brother because the one baptised the eunuch and the other baptised even me, Pawlos, they are deluded as to what we say; for we say that no one should take by force the ordination of priesthood, but he obtained it from God, as Malkasedek and Ya'ekob; or from the chief priest, as Aron from IS Muse; therefore that Filepos and Hananya themselves took not ordination from themselves, but from our Lord Christ. They believed in the Chief Priest of God, with whom there is none to be compared. And none of us is an alien and a backslider, put us not away from thy favour, because of thy name which was named over us. Be forgiving to us and forsake us not. Concerning the Order of the Priesthood. Each one of you knows what we have ordained for you, and further ye know that there are some whom we name bishops, and others whom we name presbyters, and others are named deacons. With prayer we laid hand upon them, and we appointed to each an Order according to its different name. And among us there is no one who desires a filling of our hand, nor will he receive from us that which he wishes for of priesthood, as the priests of the oxen of Iyurebe'am, which were made as an abomination to God. Unless there had been a special Order for each according to law, one name would have sufficed for all the world; but having been taught by God a guidance for all functions, we have separated for the bishops the ordination of the priesthood, for the presbyters the priesthood, for the deacons the service.... that the work of the service might be completed withal. It is not seemly for the deacons to offer the Oblation, or to baptise, or to give the Eulogia to small or to great. And the presbyter shall not ordain anyone, because he was not worthy (of anything) beside his Order. For God is not a God of confusion, so that the inferiors may not grasp (at office) with audacity. What work then will be completed by the imperfect } And they make a new law to their own destruction, and do not know that it is a small thing which is in their power (lit. with them); and they kick with their feet in the net And if thus, they do not oppose us, but they oppose the Bishop of all the world, the Son of God, the Chief Priest Jesus Christ our Lord, A chief priest, priests, and levites were ordained by Moses, the lover of God, and we the twelve Apostles were ordained by our Lord and our Saviour Jesus Christ, and we ordained for us Klementos and Ya'ekob and others with them, that we might send ' each one of them, and further, we all of us ordained withal presbyters and deacons. And the first Presbyter, the only true Chief Priest, is our Lord Jesus Christ, who did not grasp for himself the honour, but the Father ordained him. And as he is the Chief Priest for us, so he offered spiritual sacrifice to God the Father before he was crucified, and he commanded us to do likewise. And there were others with us who believe in him, but he does not grant to all who believe in him to be priests, nor to obtain the Order of ordination of priesthood like us. And after his Ascension we offered according to the ordinance of the holy bloodless Oblation. And we ordained bishops and presbyters and deacons in number seven, and amongst them Estifanos, the first martyr, who was not the least of us in his love of God: but he showed his service of God by faith and love of Jesus Christ our Lord, so much that he gave his life up for his sake; and the wicked Jews, the murderers of the Lord, stoned him with stones for his name and killed him. But he was a man of such fervent spirit that he saw our Lord Christ at the right hand of God, and he saw the open gates of the heavens. And it is nowhere found that he did what was not suitable for him as deacon, that he offered sacrifice or laid hand upon anyone, but he kept to his Order of deacon unto the end. For thus it was proper for the martyr of our Lord Christ to fulfil the duties of his Order. And if there are any who blame Filepos the deacon and Hananya the faithful brother because the one baptised the eunuch and the other baptised even me, Pawlos, they are deluded as to what we say; for we say that no one should take by force the ordination of priesthood, but he obtained it from God, as Malkasedek and Ya'ekob; or from the chief priest, as Aron from IS Muse; therefore that Filepos and Hananya themselves took not ordination from themselves, but from our Lord Christ. They believed in the Chief Priest of God, with whom there is none to be compared. PRAYER OF EARLY MORNING And again we beseech the almighty God, the Father of our Lord and our Saviour Jesus Christ, while thanking him because he has kept us throughout the night, and brought us from darkness into light, from corruption into that which is incorruptible, and from ignorance into the knowledge of the truth, that throughout the day also he may cause us to be in all peace and health, and protect his people with the power of his angels, who has authority over all work of blessing, the Lord our God. Physician of the soul and physician of the body, thou art the overseer of all flesh, and of those who are troubled with unclean spirits; deliver every tormented and IS oppressed soul, give health and give rest, drive away all disease from this house, and from those who call upon thy holy and blessed name. Having healed the disease of all of our souls, grant perfect soundness, through, etc. PRAYER FOR THOSE WHO MAKE A JOURNEY And again we beseech the almighty God, the Father, JO etc, for those our brethren who make a journey, and also for those who are about to make a journey, whether by sea, or by rivers, or by the deeps, or by road, in whatever journey they may travel, that he may bring all into the safe harbour, the almighty Lord our God. Lord our God the almighty, we pray thee and we beseech thee for our brethren who make a journey, and also for those who are about to make a journey abroad; direct (them) as fellow (traveller) though we are many. Let him use those tenths and first-fruits, which are given according to the command of God, as a man of God; as also let him dispense in a right manner the free-will offerings which are brought in on account of the poor, to the orphans, the widows, the afflicted, and strangers in distress, as having that God for the examiner of his accounts who has committed the disposition to him. Distribute to all those in want with righteousness, and yourselves use the things which belong to the Lord, but do not abuse them; eating of them, but not eating them all up by yourselves: communicate with those that are in want, and thereby show yourselves unblameable before God. For if you shall consume them by yourselves, you will be reproached by God, who says to such unsatiable people, who alone devour all, You eat up the milk, and clothe yourselves with the wool; and in another passage, Must you alone live upon the earth? Upon which account you are commanded in the law, You shall love your neighbour as yourself. Now we say these things, not as if you might not partake of the fruits of your labours; for it is written, You shall not muzzle the mouth of the ox which treads out the grain; but that you should do it with moderation and righteousness. As, therefore, the ox that labours in the threshing-floor without a muzzle eats indeed, but does not eat all up; so do you who labour in the threshing-floor, that is, in the Church of God, eat of the Church: which was also the case of the Levites, who served in the tabernacle of the testimony, which was in all things a type of the Church. Nay, further, its very name implied that that tabernacle was fore-appointed for a testimony of the Church. Here, therefore, the Levites also, who attended upon the tabernacle partook of those things that were offered to God by all the people — namely, gifts, offerings, and first-fruits, and tithes, and sacrifices, and oblations, without disturbance, they and their wives, and their sons and their daughters. Since their employment was the ministration to the tabernacle, therefore they had not any lot or inheritance in the land among the children of Israel, because the oblations of the people were the lot of Levi, and the inheritance of their tribe. You, therefore, O bishops, are to your people priests and Levites, ministering to the holy tabernacle, the holy Catholic Church; who stand at the altar of the Lord your God, and offer to Him reasonable and unbloody sacrifices through Jesus the great High Priest. You are to the laity prophets, rulers, governors, and kings; the mediators between God and His faithful people, who receive and declare His word, well acquainted with the Scriptures. You are the voice of God, and witnesses of His will, who bear the sins of all, and intercede for all; whom, as you have heard, the word severely threatens if you hide the key of knowledge from men, who are liable to perdition if you do not declare His will to the people that are under you; who shall have a certain reward from God, and unspeakable honour and glory, if you duly minister to the holy tabernacle. For as yours is the burden, so you receive as your fruit the supply of food and other necessaries. For you imitate Christ the Lord; and as He bare the sins of us all upon the tree at His crucifixion, the innocent for those who deserved punishment, so also you ought to make the sins of the people your own. For concerning our Saviour it is said in Isaiah, He bears our sins, and is afflicted for us. And again: He bare the sins of many, and was delivered for our offenses. As, therefore, you are patterns for others, so have you Christ for your pattern. As, therefore, He is concerned for all, so be you for the laity under you. For do you not imagine that the office of a bishop is an easy or light burden. As, therefore, you bear the weight, so have you a right to partake of the fruits before others, and to impart to those that are in want, as being to give an account to Him, who without bias will examine your accounts. For those who attend upon the Church ought to be maintained by the Church, as being priests, Levites, presidents, and ministers of God; as it is written in the book of Numbers concerning the priests: And the Lord said to Aaron, You, and your sons, and the house of your family, shall bear the iniquities of the holy things of priesthood. Behold, I have given unto you the charge of the first-fruits, from all that are sanctified to me by the children of Israel; I have given them for a reward to you, and to your sons after you, by an ordinance forever. This shall be yours out of the holy things, out of the oblations, and out of the gifts, and out of all the sacrifices, and out of every trespass-offering, and sin-offerings; and all that they render unto me out of all their holy things, they shall belong to you, and to your sons: in the sanctuary shall they eat them. And a little after: All the first-fruits of the oil, and of the wine, and of the wheat, all which they shall give unto the Lord, to you have I given them; and all that is first ripe, to you have I given it, and every devoted thing. Every first-born of man and of beast, clean and unclean, and of sacrifice, with the breast, and the right shoulder, all these appertain to the priests, and to the rest of those belonging to them, even to the Levites.

As, therefore, it was not lawful for one of another tribe, that was not a Levite, to offer anything, or to approach the altar without the priest, so also do you do nothing without the bishop; for if any one does anything without the bishop, he does it to no purpose. For it will not be esteemed as of any avail to him. For as Saul, when he had offered without Samuel, was told, It will not avail for you; so every person among the laity, doing anything without the priest, labours in vain. And as Uzziah the king, who was not a priest, and yet would exercise the functions of the priests, was smitten with leprosy for his transgression; so every lay person shall not be unpunished who despises God, and is so mad as to affront His priests, and unjustly to snatch that honour to himself: not imitating Christ, who glorified not Himself to be made an high priest; but waited till He heard from His Father, The Lord swore, and will not repent, You are a priest for ever, after the order of Melchizedek. If, therefore, Christ did not glorify Himself without the Father, how dare any man thrust himself into the priesthood who has not received that dignity from his superior, and do such things which it is lawful only for the priests to do? Were not the followers of Corah, even though they were of the tribe of Levi, consumed with fire, because they rose up against Moses and Aaron, and meddled with such things as did not belong to them? And Dathan and Abiram went down quick into hell; and the rod that budded put a stop to the readiness of the multitude, and demonstrated who was the high priest ordained by God. You ought therefore, brethren, to bring your sacrifices and your oblations to the bishop, as to your high priest, either by yourselves or by the deacons; and do you bring not those only, but also your first-fruits, and your tithes, and your free-will offerings to him. For he knows who they are that are in affliction, and gives to every one as is convenient, that so one may not receive alms twice or oftener the same day, or the same week, while another has nothing at all. For it is reasonable rather to supply the wants of those who really are in distress, than of those who only appear to be so.
Account these worthy to be esteemed your rulers and your kings, and bring them tribute as to kings; for by you they and their families ought to be maintained. As Samuel made constitutions for the people concerning a king, in the first book of Kings, and Moses did so concerning priests in Leviticus, so do we also make constitutions for you concerning bishops. For if there the multitude distributed the inferior services in proportion to so great a king, ought not therefore the bishop much more now to receive of you those things which are determined by God for the sustenance of himself and of the rest of the clergy belonging to him? But if we may add somewhat further, let the bishop receive more than the other received of old: for he only managed the affairs of the soldiery, being entrusted with war and peace for the preservation of men's bodies; but the other is entrusted with the exercise of the priestly office in relation to God, in order to preserve both body and soul from dangers. By how much, therefore, the soul is more valuable than the body, so much the priestly office is beyond the kingly. For it binds and looses those that are worthy of punishment or of remission. Wherefore you ought to love the bishop as your father, and fear him as your king, and honour him as your lord, bringing to him your fruits and the works of your hands, for a blessing upon you, giving to him your first-fruits, and your tithes, and your oblations, and your gifts, as to the priest of God; the first-fruits of your wheat, and wine, and oil, and autumnal fruits, and wool, and all things which the Lord God gives you. And your offering shall be accepted as a savour of a sweet smell to the Lord your God; and the Lord will bless the works of your hands, and will multiply the good things of the land. For a blessing is upon the head of him that gives.
I the same make a constitution in regard to first-fruits and tithes. Let all first-fruits be brought to the bishop, and to the presbyters, and to the deacons, for their maintenance; but let all the tithe be for the maintenance of the rest of the clergy, and of the virgins and widows, and of those under the trial of poverty. For the first-fruits belong to the priests, and to those deacons that minister to them.

Now, as soon as I was come into Galilee, and had learned this state of things by the information of such as told me of them, I wrote to the sanhedrim at Jerusalem about them, and required their direction what I should do. Their direction was, that I should continue there, and that, if my fellow legates were willing, I should join with them in the care of Galilee. But those my fellow legates, having gotten great riches from those tithes which as priests were their dues, and were given to them, determined to return to their own country. Yet when I desired them to stay so long, that we might first settle the public affairs, they complied with me. So I removed, together with them, from the city of Sepphoris, and came to a certain village called Bethmaus, four furlongs distant from Tiberius; and thence I sent messengers to the senate of Tiberius, and desired that the principal men of the city would come to me: and when they were come, Justus himself being also with them, I told them that I was sent to them by the people of Jerusalem as a legate, together with these other priests, in order to persuade them to demolish that house which Herod the tetrarch had built there, and which had the figures of living creatures in it, although our laws have forbidden us to make any such figures; and I desired that they would give us leave so to do immediately. But for a good while Capellus and the principal men belonging to the city would not give us leave, but were at length entirely overcome by us, and were induced to be of our opinion. So Jesus the son of Sapphias, one of those whom we have already mentioned as the leader of a seditious tumult of mariners and poor people, prevented us, and took with him certain Galileans, and set the entire palace on fire, and thought he should get a great deal of money thereby, because he saw some of the roofs gilt with gold. They also plundered a great deal of the furniture, which was done without our approbation; for after we had discoursed with Capellus and the principal men of the city, we departed from Bethmaus, and went into the Upper Galilee. But Jesus and his party slew all the Greeks that were inhabitants of Tiberias, and as many others as were their enemies before the war began.
I was now about the thirtieth year of my age; in which time of life it is a hard thing for any one to escape the calumnies of the envious, although he restrain himself from fulfilling any unlawful desires, especially where a person is in great authority. Yet did I preserve every woman free from injuries; and as to what presents were offered me, I despised them, as not standing in need of them. Nor indeed would I take those tithes, which were due to me as a priest, from those that brought them. Yet do I confess, that I took part of the spoils of those Syrians which inhabited the cities that adjoined to us, when I had conquered them, and that I sent them to my kindred at Jerusalem; although, when I twice took Sepphoris by force, and Tiberias four times, and Gadara once, and when I had subdued and taken John, who often laid treacherous snares for me, I did not punish [with death] either him or any of the people forenamed, as the progress of this discourse will show. And on this account, I suppose, it was that God, who is never unacquainted with those that do as they ought to do, delivered me still out of the hands of these my enemies, and afterwards preserved me when I fell into those many dangers which I shall relate hereafter.
