And they made a ramp for him because of the Babylonians, who would pull its hair, shouting to it: “Take it and go out, take it and go out.” Some of the important people of Jerusalem used to go with him up to the first booth. There were ten booths from Jerusalem to Tzuk [a distance of] ninety ris, seven and a half of which make a mil.
They said to the high priest: the goat has reached the wilderness. And how did they know that the goat had reached the wilderness? They used to set up scouts and they would wave scarves, and they would know that the goat had reached the wilderness. Rabbi Judah said: but did they not have a great sign? From Jerusalem to Bet Hidudo was three mils. They could walk a mil, return the mil, then wait the time it takes to walk a mil, and thus know that the goat had reached the wilderness. Rabbi Ishmael said: but did they not have another sign! A thread of crimson wool was tied to the door of the Temple, and when the goat reached the wilderness the thread turned white, as it is written, “Though your sins be as scarlet they shall be as white as snow” (Isaiah 1:18).

The Jerusalem Talmud
What is dusk? Rebbi Tanḥuma said (it is comparable) to a drop of blood on the tip of a sword. The drop splits here and there, that is dusk. What is dusk? From after sundown the time a man needs to walk half a mil, the words of Rebbi Neḥemiah. Rebbi Yose said: dusk is a moment and the sages could not determine it.
Rebbi Yose and Rebbi Aḥa were sitting together. Rebbi Yose said to Rebbi Aḥa: Is it not reasonable that the end of the half a mil of Rebbi Neḥemiah is the moment (of Rebbi Yose)? He answered: I also am of that opinion. Rebbi Ḥizqiah does not say so but every single moment in the half a mil of Rebbi Neḥemiah is in doubt. Rebbi Mana said: I pointed out the difficulty before Rebbi Ḥizqiah from what we have taught (Zabim I,6): “He saw one emission during daytime and one at dusk or one at dusk and the next one the next day; if he knows that the emission at dusk was partially during daytime and partially during nighttime, he certainly is impure and needs a sacrifice but if it is questionable whether the emission occurred partially during daytime and partially during nighttime he certainly is impure but it is questionable whether he owes a sacrifice.” Rebbi Ḥiyya bar Josef asked before Rebbi Yoḥanan: Who is the Tanna who will split an emission into two? Rebbi Yose! I said to him: Here is your problem since you say that every single moment in the half a mil of Rebbi Neḥemiah is in doubt. What is his question good for? For the time when Elijah will come and say: that is dusk.

Rebbi Ḥinnena said: From the appearance of the “morning hind” until the first rays of light in the East a man can walk four mil. From the first rays of light in the East until sunrise four mil. From where do we know that from the first rays of light in the East until sunrise there are four mil? Since it is written (Gen. 19:15) “about when the morning came etc.” And it is written (v. 23) “the sun rose over the land and Lot arrived at Zoär.” From Sodom to Zoär there are four mil. It is farther than that. Rebbi Zeïra said: the angel was flattening the road before them. And from where do we know that from the appearance of “the morning hind” until the first rays of light at the East there are four mil? “About when”, “when”, compares one thing to another.

The statement of Rebbi Ḥanina is parallel to that of Rebbi Yehudah since it was stated in the name of Rebbi Yehudah: the thickness of the sky is a walk of 50 years. An average person walks 40 mil during a day. Until the sun breaks through in the sky it passes the distance of 50 years; during that time a man can walk four mil. If follows that the thickness of the sky is one tenth [of the path of the sun] in one day. And just as the thickness of the sky is a walk of 50 years so the thickness of the earth and that of the abyss is a walk of 50 years. What is the reason? (Is. 40:22) “He Who thrones over the circle of the earth,” and it is written (Job 22:14): “He passes by the circle of the sky.” And it is written (Prov. 8:27) “When He carved out a circle on the face of the abyss.” “Circle” (חוּג) always has the same meaning.

Rebbi Yose in the name of Rebbi Sabbatai and Rebbi Ḥiyya in the name of Rebbi Simeon ben Laqish: For ḥallah and for washing one’s hands, he has to walk up to four mil. Rebbi Abbahu in the name of Rebbi Yose ben Rebbi Ḥanina: That is, going forward; but one does not bother him to return on his way.
Rebbi Simeon ben Laqish said: In a scroll of the pious they found written: If you abandon me for one day, I shall abandon you for two days. An example of two people who went, one from Tiberias and one from Sepphoris, and met at a certain shelter. As soon as they parted and each one went one mil, they were separated two mil. Or a woman who sat and waited for a man. All the time that he intended to marry her, she sat and waited for him. When he put her out of his mind, she went and married another.

The people from Sepphoris said: We shall kill anybody who tells us that Rebbi died. Bar Qappara associated with them, his head covered and his garments torn. He said to them: Earthlings and angels held the Tablets of the Covenant; the angels were stronger and they took away the Tablets. They said to him: Rebbi died. He said to them: You said it. They tore their clothes and the sound of the tearing was heard at Goffta at a distance of three mil.
It was stated: A student who gave instructions about practice in front of his teacher has committed a deadly sin. It was stated in the name of Rebbi Eliezer: Nadab and Abihu died only because they determined practice in the presence of their teacher Moses. It happened that a student gave instructions about practice in front of his teacher Rebbi Eliezer. The latter said to his wife Imma Shalom: That one will not live out his week. The week was not completed when he died. His students said to him: Rebbi, you are a prophet. He said to them (Amos 7:14) “I am neither a prophet nor the disciple of a prophet” but I have received a tradition that any student who gives instructions about practice in front of his teacher has committed a deadly sin. It was stated: A student is forbidden to give instructions about practice during the lifetime of his teacher unless he be at a distance of at least 12 mil from him, [the breadth of] the camp of Israel. What is the reason? (Num. 33:49) “They encamped along the Jordan from Bet Hayyešimot to Abel Haššiṭṭim”; how far is this? Twelve mil. Like this: Rebbi Tanḥum ben Ḥiyya was in Ḥefer; they asked him repeatedly and he gave instructions about practice. They said to him, did the rabbi not teach us that a student may not give instructions about practice during the lifetime of his teacher unless he be at a distance of at least 12 mil from him, [the breadth of] the camp of Israel; and your teacher Rebbi Mana sits at Sepphoris! He said to them, so it should come over me that I did not know! From that moment on he did no longer give instructions.

It has been stated: “Water before the meal is conditional, after the meal it is obligatory. Only that for the first one he takes and interrupts; for the second he takes and may not interrupt.” What does he interrupt? Rebbi Jacob bar Aḥa said, he takes and repeats. Rebbi Samuel bar Isaac asked: “He takes and interrupts” and you say it is conditional? One requires four mil and you say it is conditional?
HALAKHAH: How is this? Less that four mil he should make it in purity, four mil he sould make single qabim, or four mil he should make it in purity, more than four mil he sould make single qabim? Let us hear from the following, since Rebbi Ḥiyya bar Abba said, for example Caesarea. Is Caesarea not four mil? That means, four mil he should make it in purity, more than four mil he sould make single qabim. Rebbi Ammi instructed in Kefar Sammai to make a large dough in impurity. Is that not less than four mil? Since a brook interrupts it is as if there were four mil. This teaching follows Rebbi Aqiba since Rebbi Aqiba says, he should make it in impurity and not make it single qabim. It was a large dough and it would have been easier for him to walk a distance than to make it single qabim.

Rebbi Jonah asked: Is it the same for animal tithe? As you say there, if he had five obligated ones in Kefar Ḥananiah, five obligated in Kefar Othnay, and five free ones in Sepphoris? As you say there, if something of which ḥallah was taken is between them, they do combine; is it the same in this case? If you say that ḥallah is different since there it bites, are these 16 mil not as if it did bite? We find ḥallah from practice, we do not find animal tithe from practice.
HALAKHAH: Rebbi Yose in the name of Rebbi Simeon ben Laqish; Rebbi Jonah, Rebbi Zeïra in the name of Rebbi Ḥanina: Sixteen mil in a circle around Sepphoris is the Land flowing with milk and honey. Rebbi Jonah said, if one measures as the crow flies, the outskirts of Beth Shean belong to it. If one measures as the crow flies, the valley of Genezareth belongs to it. One objected to Rebbi Jonah: (Ex. 3:17) “I said, I shall lift you from the deprivation of Egypt” (Ex. 3:8) “into a good and wide land, [to] a land flowing with milk and honey”! He said to them, which contains [stretches of] milk and honey.
There, we have stated: “If there is a doubt, it is pure; Rebbi Yose declares it impure.” Rebbi Jonah said, Rebbi Yose declared it impure only because of proof. And Rebbi Jonah said, Rebbi Yose declares impure even (one place) [one miqweh]. The argument of Rebbi Yose seems inverted, as we have stated: “Rebbi Yose said, Autolas testified in the name of five Elders that in case of a doubt an eruv is qualified.” And here you are saying so? There in his own name, but here in the name of five Elders. They wanted to say that he who says there “pure” says here “permitted”; he who says there “impure” says here “prohibited”. But even he who says there “impure” agrees here that it is permitted. Rebbi Ḥinena said, do they not only disagree about their words? And a doubt about their words is for leniency. But an eruv is a word of Torah; and a doubt about a word of the Torah is for restriction But is eruv a word of the Torah? Rebbi Jonathan said before the Elder Rebbi Ḥiyya in the name of Rebbi Simeon ben Rebbi Yose ben Laqonia: One whips because of Sabbath domains as word of the Torah. Rebbi Ḥiyya the Elder said to him, but for Sabbath there is only stoning or extirpation? He said to him, is there not written, do not eat from it raw? He said to him, is there written לֹא? No, it is written אַל! He said to him, is there not written, stay everybody where he is, no person shall leave his place on the Seventh day? He said to him, is there written לֹא? No, it is written אַל. Rebbi ben Rebbi Abun said, nevertheless each one kept to his tradition. Rebbi Samuel bar Sosarta said, they treated eruv as a doubt involving a deaf-mute person. Rebbi Jeremiah asked, so far if it exists, or even if it was burned? Rebbi Yose said, I confirmed this following what Rebbi Hoshaia said: You must conclude that the boundaries of Sabbath domains are not clear in the words of the Torah. Rebbi Mana asked, it is accepted that 2’000 cubits is not clear. Are 4’000 cubits not clear? Rebbi Simeon bar Carsana in the name of Rebbi Aḥa: The only clear case among all of them is the domain of twelve mil of the camp of Israel.
Rebbi Joḥanan in the name of Rebbi Hoshaia: one adds a limb to it. He lifted his eyes and looked at him. He told him, why are you looking at me? Do I need you that you enjoy it? Thirteen years he went and came before his teacher even though he did not need him. Rebbi Samuel in the name of Rebbi Zeˋira: Was it not enough for him to have paid his respects to his teacher since anybody who pays his respects to his teacher is as if he paid his respects to the Divine Presence. Rebbi Berekhiah, Rebbi Jeremiah in the name of Rebbi Ḥiyya bar Abba. It is written and Moses would take the Tent, etc. How far away was it? One mil. It is not written “and it was that anybody asking Moses” but and it was that anybody asking the Eternal. From here that anybody visiting his teacher is as if he was visiting the Divine Presence. Rebbi Ḥelbo, Rebbi Ḥuna in the name of Rav: It is written, Eliahu from Tisbe said, etc. Was not Eliahu the ruler of the prophets? But it teaches that all the time he was standing before his teacher Aḥiyya from Shilo it was as if he stood before the Divine Presence. Rebbi Ḥelbo in the name of those of the House of Shilo: Even when Eliahu wanted water for his face Elisha would put it on his hands. What is the reason? Here is Elisha ben Shafaṭ, it is not written here “who studied Torah”, but who poured water on Eliahu’s hands. It is written: The lad Samuel was serving the Eternal before Eli. Did he not only serve Eli? But this teaches that all service which he rendered before his teacher Eli was as if he rendered if before the Divine Presence. Rebbi Ismael stated: And Aaron and all the Elders of Israel came to eat bread with Moses’s father-in-law before god. Did they eat before God? But from here that anyone who receives a friend is as if he received the Divine Presence.
Rebbi Hoshaia said: You must conclude that the boundaries of Sabbath domains are not clear in the words of the Torah.
Rebbi Abbahu in the name of Rebbi Joḥanan: Cooled dough. If there was not other dough like it, how long? Rebbi Jacon bar Aḥa, Rebbi Ulla of Caesarea: Up to four mil’s walk.
HALAKHAH: Is it permitted to raise them? Rebbi Abba said, for example Mahir which is sixteen by sixteen mil. They wanted to say, he who said it is permitted to sell [says] it is permitted to leave it alone. But he who says, it is forbidden to sell [says] it is forbidden to leave it alone. Rebbi Jonah, Rebbi Eleazar in the name of Rav: Even one who says it is permitted to sell it [says] it is forbidden to leave it alone. What is the difference between selling and leaving alone? There, because he intends to sell it to him it is like the Gentile’s animal. But here it is the Jew’s animal and he is suspected about it.
Rebbi Ḥanina said: From the appearance of the “morning hind” until the first rays of light in the East a man can walk four mil. From the first rays of light in the East until sunrise a man can walk four mil. From where do we know that from the appearance of “the morning hind” until the first rays of light on the East there are four mil? [since it is written]: and when the morning came, the angels urged Lot, saying. From Sodom to Zoar there are four mil. It is farther than that. Rebbi Zeˋira said: the angel was flattening the road before them. And from where that from the first rays of light in the East until sunrise there are four mil? When, and when, one thing compares to another.

MISHNAH: They built him a ramp because of the Babylonians who were plucking his hair and saying to him, go quickly, go quickly. The venerables of Jerusalem were accompanying him to the first hut. There were ten huts between Jerusalem and the cliff, 90 stadia, 7½ per mil. At each hut one tells him, here is food, here is water, and one accompanies him from hut to hut except for the last leg where one does not come with him to the crag but stands afar and observes his actions.
“The venerables of Jerusalem were accompanying him to the first hut.” It was stated. “Ten huts within twelve mil, the words of Rebbi Meïr. Rebbi Jehudah says, ten huts within ten mil. Rebbi Yose said, five [and all of them by eruv;] and so my son Eliezer said to me, I can make them five by eruv.

MISHNAH: They told the High Priest that the he-goat arrived in the desert. And from where did they know that the he-goat arrived in the desert? They had overseers posted who waved sheets and they knew that the he-goat had arrived in the desert. Rebbi Jehudah said, did they not have an important sign? There are three mil from Jerusalem to Bet Horon; they were walking one mil, returning one mil, and waiting for another mil; then they knew that the he-goat had arrived in the desert. Rebbi Ismael said, did they not have another sign? A shiny strip was tied to the door of the Temple hall; when the he-goat arrived in the desert it turned white, as it is said, if your sins were like crimson they will be white like snow.

It was stated: If it was seen in a glass or in the water one may not testify about it. Rebbi Ḥiyya bar Abba said, if one saw it exiting from one cloud and entering another cloud one testifies about it. As the following. Rebbi Ḥanina went to Eintab to be counted and the air was cloudy. He said, now they will say, how bad is the air for this elder. The Holy, praise to Him, drilled for him like a sieve and it was seen through it. The elder Rebbi Ḥiyya went by the light of the old one four mil. Rebbi Abun threw pebbles on it and told it, do not frighten your master’s children; in the evening we need that you be seen on that side and you are seen from this side. Immediately it disappeared from before him.
Rebbi Simeon ben Yohai stated: Aqiba my teacher used to preach, there appeared a star out of Jacob there appeared Koziba out of Jacob. When Rebbi Aqiba saw Bar Koziba he said, this is King Messias. Rebbi Joḥanan ben Torta said to him, Aqiba! Grass will grow from your jaws and still David’s son (still has to) [will not have] come. Rebbi Joḥanan said, the voice of Emperor Hadrian killing eighty thousand myriads at Bettar. Rebbi Joḥanan said, eighty [thousand] couples of horn-blowers were encircling Bettar, each of which was commanding several army units. There was Ben Koziba who had 200’000 with him missing a finger. The Sages sent, how long will you turn Israel into defective persons? He told them, how would it be possible to test them? They said to him, anyone who riding on his horse cannot uproot a cedar of Lebanon should not be enrolled in your army. He had 200’000 of either kind. When he went into battle he said, Master of the World: Do not support and do not hinder, did not you, God, neglect us, and do not go out with our armies. Three and a half years did Hadrian encircle Bettar. Rebbi Eleazar from Modiin was sitting in sackcloth and ashes, praying every day and saying, Master of the World, do not sit in judgment today, do not sit in judgment today. Hadrian wanted to go away. A Samaritan said to him, do not go away, for I am seeing what to do that the city will submit to you. He went to the city gate, entered, and found Rebbi Eleazar from Modiin standing in prayer. He showed himself as if he would whisper into his ear. The people of the city saw him and brought him to Ben Koziba. They said to him, we saw this old man turning to your uncle. He asked him, what did you say to him and what did he say to you? He answered, if I shall tell you, the king will kill me; but if I do not tell you, you will kill me. It is better that the king should kill me but not you. He told him, he said to me, I will make the town submit to the king. He came to Rebbi Eleazar from Modiin. He asked him, what did this Samaritan say to you. He answered, nothing. What did you say to him? He answered, nothing. He kicked him and killed him. Immediately there came an unembodied voice and said, woe, criminal shepherds, who abandon the flock, a sword on his arm and on his right eye. His arm shall dry up and his right eye darken. You killed Rebbi Eleazar from Modiin, the arm of Israel, and their right eye. Therefore this man’s arm shall dry up and his right eye darken. Immediately Bettar was taken and Ben Koziba killed. They came carrying his head to Hadrain. He asked them, who killed him? A Samaritan said to him, I killed him. He said to him, show me his body. He showed him his body; he found a poisonous snake wrapped around him. He said, if God had not killed him, who could kill him? He recited over him, if not that their Rock had sold them, and the Eternal handed them over. They killed them continuously until the horse was immersed in blood up to his nose. The blood was moving rocks of 40 seah loads, until the blood colored the sea for four mil. If you would say that it was close to the sea, in fact it is 40 mil distant from the sea. They said, 300 children’s brains were found on one stone, and they found three boxes of tefillin capsules of nine seah each, but some say nine of three each. It was stated, Rabban Simeon ben Gamliel says, 500 schools were in Bettar, the smallest one for not less than 500 children. They were saying, if the haters come against us we shall go out against them with these stylos and blind them. When the sins caused, they were binding each single one into his book and burning him; and of them only I remained. He recited referring to himself, my eye hurts my soul more than all daughters of my city. The evil Hadrian had a large vineyard, eighteen mil by eighteen mil, as from Tiberias to Sepphoris. He fenced it in with the slain of Bettar standing up with outstretched arms, and did not decide that they should be buried, until another king arose who decided that they should be buried.

HALAKHAH: “ They are on the other side of the Jordan,” away from the Jordan. “Far away from the road towards the sun’s coming”, the place from where the sun shines. “In the Land of the Canaanite who dwells in the prairie, opposite Gilgal, near the terebinths of guidance.” That refers to Mount Gerizim and Mount Ebal among the Samaritans, the words of Rebbi Jehudah. Rebbi Eleazar said, this does not refer to Mount Gerizim and Mount Ebal of the Samaritans. “They are on the other side of the Jordan,” by the Jordan. “To the West, on the road to sunset,” a place where the sun goes down. “In the Land of the Canaanite,” but there is the Ḥiwwite. “Who dwells in the prairie,” but there it is in the mountains. “Opposite Gilgal,” Gilgal is nowhere there. “Near the terebinths of guidance.” The terebinths of guidance are not there. How does Rebbi Eleazar uphold “Mount Gerizim and Mount Ebal”? They made two elevations and called them Mount Gerizim and Mount Ebal. In the opinion of Rebbi Jehudah, they walked 120 mil on that day. In the opinion of Rebbi Eleazar, they did not move at all.
It is written: “The waters descending from higher up stood like a dam, very far, from the town of Adam which is besides Ṣāretān. Rebbi Joḥanan said, Adam is a town and Ṣāretān is a town; there are twelve mil from one to the other. That teaches that the water was stacked up and rose like the citadel of Ṣāretān. Which one is lighter, water or man? Waters are lighter than man; you know that this is so. This teaches that the waters were stacked and increased, wave upon wave. Rebbi Levi said, up to the sky’s heart. There, they said, as far as Babylon. It says here “far”, and it says there “they came from a very far land, from Babylon.” It was stated: Rebbi Eliezer ben Jacob said, the waters were stacked and rose, waves on waves, for more than 300 mil until all the peoples of the world saw them. That is what is written: “It happened when all the kings of the Emorite on the other side of the Jordan, and all the Canaanite dwelling on the Sea, heard that the Eternal had dried up the waters of the river Jordan for the children of Israel until they had passed across,” etc.

They tore their clothes and the sound of the tearing was heard from the gate to a distance of three mil.
Rebbi Aqiba said, the start of my practice before the Sages was the following. Once I was on the road when I found a corpse of obligation; I carried it about four mil to a cemetery and buried it. When I came to Rebbi Eliezer and Rebbi Joshua and told them, they said to me that every step that you walked is counted against you as if you were shedding blood. I said, if I became guilty when I intended to acquire merit, how much worse is it if I do not intend to acquire merit. From that time on I did not interrupt practicing before Sages. He used to say, anybody who did not practice before Sages deserves the death penalty.
(Num. 33:49) “They encamped along the Jordan from Bet Hayyešimot to Abel Haššiṭṭim in the plains of Moab”; how far is this? Twelve mil. Like this: Rebbi Tanḥum ben Jeremiah was in Ḥefer; they asked him and he gave instructions about practice. They said to him, did the Rabbi not teach us that a student may not give instructions about practice during the lifetime of his teacher unless he be at a distance of at least 12 mil from him, [the breadth of] the camp of Israel; and your teacher Rebbi Ḥana sits at Sepphoris! He said to them, so it should come over me that I did not know! From that moment on he did no longer give instructions.
HALAKHAH: “If somebody starts a fire inside his property,” etc. “It happened that a fire crossed the Jordan, because it was a firestorm. How far may a fire spread? Rebbi Eliezer says sixteen cubits like a public road, if there is wind thirty cubits. Rebbi Jehudah says thirty cubits, if there is wind fifty cubits. Rebbi Aqiba says 50 cubits, if there is wind a hundred cubits. It happened in Arabia that a fire jumped more than three hundred cubits. When is this? If it jumps. But if there is wood or it burns continuously, he is liable even up to a mil. If it crossed a river or a pond eight cubits wide, he is not liable.”
HALAKHAH: “One does not raise sheep and goats in the Land of Israel,” etc. Rebbi Abba said, for example Mahir which is sixteen by sixteen mil.
“One does not set traps for pigeons unless distant thirty stadia from any settlement.” [Here, you say thirty stadia.] But there, you say 50 cubits. Rebbi Yose ben Rebbi Abun said, they feed within fifty cubits; they fly even four mil.
“if you hit upon.” I could think, really if you hit upon him; the verse says, “if you see.” Concerning “if you see,” I could think even at a distance of a hundred mil? The verse says, “if you hit upon.” How is this? The Sages estimated one in 7 1/2 of a mil, i. e., a stadion. Putting in order you shall put in order,” this is unloading. “Uplifting you shall uplift,” this is loading. Rebbi Simeon ben Ioḥai says, just as his unloading is [an obligation] from the Torah, so his loading is from the Torah. If the donkey was a Jew’s but the load a Gentile’s, everybody says that he unloads and loads. If the donkey was a Gentile’s but the load a Jew’s, according to the Sages one neither unloads nor loads. According to Rebbi Simeon one unloads but does not load.

MISHNAH: Somebody who rented a donkey to lead it on the mountain but led it in the valley, in the valley but led it on the mountain, even if both ways were ten mil, if it died he has to pay. If he rented a donkey and it developed eye trouble or it was taken to government service, he tells him, here is your property before you. If it died or broke a limb, he has to provide him with another donkey. Somebody rented a donkey to lead it on the mountain but led it in the valley; if it slipped, he is not liable; if it suffered a heat stroke, he is liable. In the valley, but he led it on the mountain; if it slipped, he is liable; if it suffered a heat stroke, he is not liable but if it happened because of the ascent, he is liable. Somebody rented a cow to plough on the mountain but ploughed in the valley, if the plough’s peg broke, he is not liable. In the valley but he ploughed on the mountain, if the plough’s peg broke, he is liable. To thresh legumes but he threshed grain, he is not liable; to thresh grain but he threshed legumes, he is liable, for legumes make [the floor] slippery.

Can he forever disqualify and have the other appoint [a replacement]? Rebbi Zeˋira said, they taught this about subsidiaries. Rebbi La said, what Rebbi Eleazar said about “one said in Tiberias, but the other said in Sepphoris,” is about those who live at the same place, from where to [Sepphoris] it is seven mil, but from there to [Tiberias] it is nine mil. Rebbi Yose said, one understands from this, that if two people had a case in Tiberias; one of them said in the permanent court, but the other said in an ad hoc court; one listens to the one who said in the permanent court.

HALAKHAH: “At a place where they used to sell small cattle,” etc. But is it permitted to raise them? Rebbi Abba said, for example Mahir which is sixteen by sixteen mil. They wanted to say, he who said it is permitted to sell [says] it is permitted to raise. When he sells it to him it becomes the Gentile’s animal. If he lets it be alone with him, it is the Jew’s animal and he is suspected about it.
HALAKHAH: “If somebody leaves his wine on a cart,” etc. Rebbi Ḥanina said, it happened that a cart of the family of Rebbi was leaving for more than four mil. The case came before the rabbis who declared it kosher. It was on the road to Sidon populated by Jews. Rebbi Ḥanina said, sometimes he sees a fence formed by thorn bushes and he thinks that they are people and is afraid.
The Babylonian Talmud
How far may one go for it ? A Parsah. But this applies only in front of him ; in the rear he may not go even a Mil, [from which it is to be deduced] he may not go in the rear a Mil, but less than that distance is permissible.

Rab Jemar b. Shelamya said to Mar Zotra (another version : Rab Jemar b. Shezbi to Mar Zotra) : Did R. Simeon b. Lakish say that? For lo, R. Ammi declared in the name of R. Simeon b. Lakish : What is the length of time for food to be digested ? Sufficient time for a person to walk four Mil !
But it is not so ! For lo, Rab Judah said in the name of Rab : A man should always accustom himself [to perform his natural functions] morning and evening so that it will be unnecessary for him to go far [and find a secluded spot]. And further, Raba used to go as far as a Mil by day ; but at night he would say to his attendant, "Prepare for me a place in the street of the town." Similarly used R. Zera to say to his attendant, "See whether there is anybody behind the Seminary, as I wish to relieve myself"! Read not [in the Baraita] "in the same place," but read "in the same manner that he relieves himself by day."
R. Judah, the chief of orators in every place, began with the honour of the Torah and expounded : "Now Moses used to take the tent and pitch it without the camp" (Exod. xxxiii. 7). Can we not use here an a fortiori argument : If of the Ark of God, which was never more than twelve Mil distant, the Torah declares, "Everyone that sought the Lord went out unto the tent of meeting, which was without the camp" (ibid.), how much more so, the disciples of the wise who go from city to city and from province to province to study Torah!
Up to what distance? — R. Jeremiah, or you may also say R. Hiyya b. Abba, said: As far as from Hamtan to Tiberias, which is a mil. Why not say [simply] a mil? It teaches us what is the measure of a mil—as far as from Hamtan to Tiberias.

Ulla said: Greek Italy is the great city of Rome which covers an area of three hundred parasangs by three hundred. It has three hundred and sixty five markets corresponding to the number of days of the solar year. The smallest of them is that of the poultry sellers, which is sixteen mil by sixteen. The king dines every day in one of them.
And once Rabban Gamaliel, Rabbi Elazar ben Azariah, Rabbi Joshua, and Rabbi Akiva, were traveling together, when they heard the sound of the crowds of Rome from the plaza one hundred and twenty mil away. They started to cry, but Rebbi Akiva was laughing. They said to him Because of why are you laughing? He said to them And you, why do you weep? They told him, these Goyim that bow down to wood and burn frankincense to the worship of the stars are living in peace and tranquility. While us, our house - the footstool of our God is burnt
