It is written, on the banks of the river on both sides all kinds of fruit tree will grow; its leaf shall not wilt, and its fruit not stop; in its months it shall produce first fruits. It was stated: Rebbi Jehudah said, in the present world grain grows in six months and trees produce every twelve months, but in the future grain will grow in a month and trees will produce in two months. Rebbi Yose said, in the present world grain grows in six months and trees produce every twelve months, but in the future grain will grow in fifteen days and trees will produce in a month, for so we find that grain grew in the days of Joel in fifteen days, and the ‘Omer was brought from it. What is the reason? The people of Zion shall enjoy and be happy in the Eternal, your God, for He in truth gave you strong rain, early rain and late rain in the first {month}. How does Rebbi Yose satisfy in its months it shall produce first fruits? Every month it shall produce first fruits. And its leaf as medicine. Rebbi Joḥanan said, its healing is that one looks at it and food is turned into medicine. Rav and Samuel, one says, to open the upper mouth, but the other one says, to open the lower mouth. Rebbi Ḥanina and Rebbi Joshua ben Levi, one says, to open the mouth of sterile women, but the other one says, to open the mouth of the dumb.
Rebbi Simeon ben Laqish asked, does cutting the `omer during daytime push aside the Sabbath? Rebbi Abbai objected, did we not state, “its obligation is to harvest during nighttime. If it was cut during daytime it is qualified and pushes the Sabbath aside.” But he did not accept it. Rebbi Aḥa said, Rebbi Simeon ben Laqish changed his opinion about this. “After nightfall he says to them, did the sun set? They say, yes. Did the sun set? They say, yes.” Where do we hold? If about nighttime, that already was said. But if it does not refer to nighttime, let it refer to daytime; it is a matter that pushes aside the Sabbath during daytime. Do the preparations push aside the Sabbath during nighttime? Did we not state, “they made the maker of pan-baked breads make pan-baked breads.” Explain it, on a weekday. Rebbi Ḥiyya bar Ada stated, “this is the daily order of service of our God’s Temple,” whether on a weekday or a Sabbath. But did we not state, “they harvested it and put it in boxes, brought it to the Temple courtyard, and were parching it in fire to fulfill the commandment of roasting, [the words of Rebbi Meïr. Rebbi Yose says], since he started the meritorious work, one tells him to complete it.” Rebbi Judah from Kappadokia objected before Rebbi Yose: Think of it, if it came from storage. Since he started the meritorious work, there is no reason to tell him to complete it. Rebbi Jacob bar Sosai objected, did we not state, “for on a distance of walking a night and a day one desecrates the Sabbath and goes for testimony of the new moon”? He said to them, since the daytime needs the nighttime and the nighttime needs the daytime, it is as if it were all daytime. Rebbi Yose ben Rebbi Abun said, is it not sanctified retroactively? Since it is sanctified retroactively there is no difference between day and night.

How does Rebbi Yose satisfy Rebbi Jehudah’s reason, in its months it shall produce first fruits? Every month it shall produce first fruits.
MISHNAH: The entire night is qualified for the cutting of the omer, and to burning fat and parts. This is the principle: Anything commanded to be done by day is qualified the entire day, anything commanded to be done by night is qualified the entire night.
HALAKHAH: “The entire night is qualified for the counting of the omer.” Rebbi Joḥanan said, this is Rebbi Eleazar ben Rebbi Simeon’s, since Rebbi Eleazar ben Rebbi Simeon said, from the start of cutting you shall start to count. Then he should leave the Sabbath domain at nightfall and start to cut. It is impossible to be exact; therefore the entire night is qualified.
If he was sacrificing the flour offering of the omer and it became impure in his hand, he says it and one brings him another one; otherwise one tells him, be intelligent and shut up, be intelligent and shut up, the words of Rebbi. Rebbi Eleazar ben Rebbi Simeon says, always one tells him, be intelligent and shut up, since no omer which was not cut for its purpose is qualified. Rebbi Eleazar ben Rebbi Simon is of the opinion that the omer cannot come from storage. Rebbi Joḥanan said, that of Rebbi Eleazar ben Rebbi Simon parallels the system of Rebbi Aqiba, his father’s teacher, as we have stated there: “Any work which is possible to be performed on Friday does not push the Sabbath away; but any which is impossible to be performed on Friday pushes the Sabbath away.” But did we not state, “It happened that more than 40 couples passed by and Rebbi Aqiba held them back in Lydda.” Because they are 40 couples. But if it had been a single couple he would not have held them back.

Rebbi Aḥa said, Rebbi Simeon ben Laqish changed his opinion because of this: “After nightfall he says to them, did the sun set? They say, yes. Did the sun set? They say, yes.” Where do we hold? MISHNAH: He brought her flour offering in an Egyptian palm-leaf basket and then puts it on her hands to tire her out. All flour offerings are from start to finish in a Temple vessel except this which at the start is in an Egyptian palm-leaf basket and at the end in a Temple vessel. All flour offerings need oil and incense except this one which needs neither oil nor incense. All flour offerings come from wheat except this one which only comes from barley. The ‘omer flour offering, even though it comes from barley, comes as roasted kernels but this one comes as flour. Rabban Gamliel said, since she behaved like an animal so her offering is animal feed.
From where that weaves precede presentations? Rebbi Jeremiah in the name of Rebbi Pedat: They learned that from the case of the suspected wife. Rebbi Yose said, the suspected wife is different because of its novelty and one cannot infer from anything that is different because of its novelty. Rebbi Abun bar Ḥiyya understood it from the following: “This is the teaching about the flour offering, present.” Where is the weave? It already preceded. Rebbi Yose said, explain it about flour offerings that do not need weaves; you cannot infer anything. Which [verse] says anything? “You shall bring,” to include the ‘Omer flour offering in presentations. “He shall present,” to include the suspected wife’s flour offering in presentations. It is written after that: “He shall lift a fist full”; where is the weave? It already preceded.
There, it was stated: “The following flour offerings have a handful taken and the remainders are eaten.” Rebbi Abba bar Mamal and Rebbi [Samuel] bar Rav Isaac were sitting together. Rebbi Abba bar Mamal asked from Rebbi Samuel bar Rav Isaac: From where [do we know that] the remainders of the ‘Omer offering are eaten? He said to him: Did not Rebbi Joḥanan say in the name of Rebbi Ismael: “Offering of, offering of.” Since “offering of” mentioned there is from barley, so also “offering of” mentioned here is from barley. Since the remainders of the offering of the suspected wife are eaten, so the remainders of the ‘Omer offering are eaten. Rebbi (Aqiba) said: After they got up, Rebbi Abba bar Mamal was standing with Rebbi Jeremiah. He said to him: Look, how he made your question fly away! From where [do we know that] the remainders of the offering of the suspected wife are eaten? Rebbi Ze‘ira brought Rebbi Isaac Aṭoshiyya, who stated for him: “Any flour offering mixed with oil”. Where do we hold? If about mixed wheat flour, it already had been said. So if it does not refer to mixed wheat flour, apply it to mixed barley flour. Another [baraita] states: “Or dry”. Where do we hold? If about dry wheat flour, it already had been said. So if it does not refer to dry wheat flour, apply it to dry barley flour. Rebbi Yose said, we deal with mixed wheat flour and dry wheat flour, and it was said for a purpose. “[It] shall belong to all sons of Aaron, to each man as to his brother.” A man takes his part even if he is blemished. A minor does not take a part even if he is unblemished. Rebbi Yose ben Rebbi Abun said: Because the Torah added a detail in one case, can you add that in every case? But “remembrance, remembrance”. “You shall bring,” to include the ‘Omer flour offering in presentations. “He shall present it,” to include the suspected wife’s flour offering in presentations. It is written after that: “What is left from the offering is most holy for Aaron and his sons.”

“Rebbi Meïr used to teach: It says, ‘A man came from Baal-Shalishah and brought to the man of God bread from first grain, etc.’ At no place in the Land of Israel does produce ripen earlier than at Baal-Shalishah, and only that kind ripened early.” ‘He brought to the man of God,’ when did he bring it? After the ‘Omer ceremony, since it is said: ‘Give to the people to eat.’ “But since the year was in need of an intercalation, why did Elisha not intercalate? This teaches you that the year was one of famine and everybody was jumping to the threshing floors.”
“For three regions one intercalates a year, because of Judea, Transjordan, and Galilee. One intercalates because of two of them, while because of one of them one does not intercalate; if they did intercalate it is not intercalated. If Judea was one of the reasons, everybody was happy since the ˋOmer was brought from there.
“One does not intercalate a year unless it be missing most of a month. How much is most of a month? 16 days. Rebbi Jehudah says two thirds of a month, 21 days.” Rebbi Samuel bar Naḥman said, only that the ˋOmer should be brought at the end of Nisan of equinoxes. Rebbi Yose said, before Passover. Rav Mattaniah said, only that lulav be taken at the end of Tishre of equinoxes.
He was with David at Efes Dammim. Rebbi Joḥanan said, at the red field. But Rebbi Samuel said, from there the money stopped. The Philistines assembled, etc. Rebbi Jacob from Kefar Ḥanan said, they were lentils but a kernel was as good as a barley grain. Rebbi Levi said, this describes the Philistines who came straight as barley and went away low as lentils, as one verse says, there was a field full of barley, and one said, full of lentils. Rebbi Samuel bar Naḥman said, it was one year but concerning two fields, one of barley and one of lentils. It was obvious to him that he might destroy it and pay for the damage. Perhaps it was obvious to him that he might destroy it and not pay for the damage? Which one might he destroy and for which one would he have to pay? For the one of lentils or the one of barley? For the one of lentils grows human food, the one of barley animal feed. The one of lentils will not be obligated for ḥallah, barley will be obligated for ḥallah. The ˋomer comes from barley; ˋomer cannot be brought from lentils. But the rabbis said, it was one field and two years. Does one infer from last year, or does one not infer from one year to the next? They stood up in the property and saved it. One verse says, they saved it, and one says, he saved it. This shows that he returned it to its owner and it was dear to him as if it had been a field of saffron.

The Babylonian Talmud
And that the whole day of waving should be prohibited. What is the reason? The Temple may be rebuilt speedily, and people would say, "Did we not eat [new grain] last year from the time that light appeared in the east? Let us now also eat it [from the same time]" and they would not know that in the previous year, when there was no Temple, once day dawned in the east it,was permitted [to eat of the new grain], but now that the Temple is rebuilt, it is only the [waving of the] omer which [begins] the permission to eat new grain.
And He causeth to come down for you, etc. (Joel 2.23): Said R. Naḥman to R. Isaac: The former rain does not fall in Nisan, but in Marḥeshwan! For a Baraita reads (Sifrē, Deut., §42): The former rain falls in Marḥeshwan and the latter rain in Nisan! "Thus said R. Johanan," replied R. Isaac, "this verse (Joel, 2.23) has proven true (only) in the days of Joel the son of Petuel, for it is written (Joel, 1.4): 'That which the palmerworm hath left hath the locust eaten,' etc. Now there is a tradition that in that year Adar had passed without rainfall, and the first rain did not appear until the first of Nisan. The Prophet then said to the Israelites: Go out and sow! But they replied: Should one who has a Ḳab of wheat or two Ḳabs of barley, eat it and live, or sow it and die? The prophet said: Nevertheless go out and sow! They then went out and sowed. Thereupon a miracle happened, that all the grain which was hidden (by mice) in the walls and in crevices (by ants) and in the holes of ants, appeared before their eyes. Again they went out and sowed on the second, third, and fourth (of Nisan); on the fifth there was the second rainfall and on the sixteenth they offered the 'Omer. Thus, produce that used to ripen in six months ripened in eleven days, and the 'Omer which was usually offered from the crop that grew six months was now offered from one that grew in eleven days! With reference to that generation the Psalmist says (Ps., 126.5-6): 'They that sow in tears shall reap in joy. Though he goeth on his way weeping, bearing forth the seed; he shall come again with joy, bringing his sheaves with him.'"

The whole night is valid for reaping the Omer and for burning fat and limbs [on the altar]. This is the general principle: any matter whose commandment is during the day, is valid all day and any matter whose commandment is at night is valid all night.
The whole night is a proper time for harvesting the omer. As a master has said that harvesting and counting are at night and bringing is during the day. And for burning fat and limbs: As it is written, “All the night till the morning” (Deuteronomy 6:20).
Rabbi Yishmael says (his response because he sees the verse as referring to Shabbat): Just as plowing is optional (not a Mitzvah) so too reaping is optional (i.e. these acts are only forbidden on Shabbat if they are done voluntarily as opposed to for Mitzvah reasons). It excludes the reaping for the omer (offering) as it is a Mitzvah.
A certain Rabbi asked Rava: From where do you know (really R. Yishmael) that this plowing is voluntary? Maybe it is plowing for the Mitzvah of the Omer and even in this case, God said, "you shall desist." He said to him: If he were to find the (field) already plowed, then he would not have to plow again.(Therefore), plowing is not a Mitzvah.
